The Australian High Commission (AHC), New Delhi, is seeking applications for the position of Research Officer in the Defence section.The position is a Locally Engaged Level 4 position and is open to Australian citizens only.  The successful applicant will be required to have or obtain an Australian ‘SECRET’ level security clearance as a minimum. Preference will be given to applicants who currently hold an Australian security clearance.

Subject to the successful completion of up to a six month probationary period the successful applicant will be offered a two-year contract of employment, inclusive of the probation period. The contract may be extended subject to agreement between the employer and employee.

The commencing salary will be determined based on the qualifications and experience of the selected candidate. The package will include annual leave, limited medical reimbursements, Diwali bonus, provident fund provisions and gratuity provisions when service length is sufficient. The position encompasses a starting salary of Rs.61, 963 per month with a security clearance supplement payable of up to Rs.100, 000 per month.

About the Department of Defence

The role of the Department of Defence is to promote the security of Australia and protect its people and its national interests. The department forms part of the Australian Defence Organisation (ADO) along with the Australian Defence Force (ADF).

Defence has an extensive network of Defence representation overseas. At the Australian High Commission in New Delhi, Defence is represented by a Defence Adviser (military) and First Secretary Defence (civilian).

About the Position

To provide research and analytical support to Defence Adviser and First Secretary Defence in the Defence Section Delhi and provide administrative support for Defence engagement activities including visits and military exercises.

The key responsibilities of the position include, but are not limited to:

  1. Research, analyse and report on Indian defence activities, policy changes and implications for Australia.         
  2. Monitor Indian military developments in the area of major capital procurements and capability development.
  3. Research the trends and activities of government, institutions and private ‘think tanks’, including maintaining contacts with these organisations and arranging meetings as required.
  4. Maintain contact databases and electronic and magazine subscriptions.
  5. Provide research and analytical input to Defence briefs and biographies as required.
  6. Provide support for managing diplomatic air clearances for Defence and VIP Aircraft flying over Indian air space and for all Royal Australian Navy ship visits.
  7. Provide administrative support for official Defence visits and military exercises, including the preparation of programs and organisation of logistics.
  8. Assist in the hosting Defence official functions including preparing and following up on invitations and arranging catering.

 

Qualifications/Experience

  1. Requirement: to hold or be able to obtain an Australian Government SECRET level security clearance.
  2. Education: The candidate should be a graduate. A qualification in Strategic studies, International Relations, politics or related field would be highly desirable.
  3. Experience: Previous experience formulating or analysing government policy is essential. Understanding of Australian defence and strategic policies, engagements and relationships is highly desired.
  4. Good oral and written communication skills and strong interpersonal skills, to develop relations with government and military officials, industry, academic and civil society representatives.
  5. Good knowledge of various primary and secondary research tools.
  6. Well-developed organisational and administrative skills.
  7. Ability to work flexibly, take initiative, meet deadlines and take on multiple tasks in a team environment.
  8. Well versed with the Microsoft suite of products, particularly Microsoft Word and Microsoft Excel.

  5. Experience in planning and administration, including facilitation of meetings, visits and events
  6. Demonstrated ability to take initiative, work independently and meet deadlines.
