The Australian High Commission, New Delhi, is seeking applications from suitably qualified candidates for the position of Property and Contract Relationship Manager at the Australian High Commission, New Delhi.

Subject to the successful completion of six months probationary period, satisfactory medical check and background verification, the successful applicant will be offered a two-year contract of employment, inclusive of the probation period. The contract may be extended subject to agreement between the employer and employee.

The commencing salary will be determined based on the qualifications and experience of the selected candidate. The package will include annual leave, limited medical reimbursements, Diwali bonus, provident fund provisions and gratuity provisions when service length is sufficient. The position encompasses a starting salary of 157, 676 per month.

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the position

Working with a high degree of independence under broad direction guided by legislation, policy and procedures, the key responsibilities of the position include, but are not limited to:

  • Manage the entire High Commission’s owned and leased portfolio including Chancery, Annex, Residences, Compound Facilities, Staff Quarters including selection, compliance, condition and suitability reviews, PGPA Act 2013 s23 (Public Governance, Performance and Accountability), procurement compliance and renewal of lease related documents. 
  • Independently undertake lease negotiations on behalf of the High Commission
  • Oversee and manage property related contracts and procurement, ensuring compliance with relevant legislation, departmental guidelines and contracting templates, including engaging specialist contractors as required.
  • Coordinate and undertake corporate tenders for services as required.
  • Supervise and manage a team of staff working across diverse roles providing performance feedback and encouraging career development, ensuring the equitable treatment of all staff in the team.  Ensure that employees maintain a high level of specialist and technical expertise.
  • Develop, implement and monitor work outputs of the section that impact across the post and attached agencies, including setting tasks and priorities, managing work flow and work load, allocating resources across the team in response to changing priorities. Undertake regular quality assurance checks of their work and provide regular briefing to senior management.
  • With the team, oversee the coordination of the repairs and maintenance programs, including undertaking quality assurance checks and ensuring vendor compliance with the contract and service agreements.
  • Build and maintain transparent relationships with key stakeholders, including JLL Facilities Manager, attached agencies and other vendors to ensure positive customer outcomes. Anticipate and respond to stakeholder needs and expectations.
  • Manage more sensitive and difficult problems related to customer service, including undertaking negotiation with stakeholders to resolve conflict in escalated cases and to provide positive outcomes and ensure that customer service standards are met.
  • Initiate, develop and undertake system and process improvement strategies to improve the delivery of property services across all properties, including based on feedback obtained and in anticipation of broader changes in the operational environment that may impact on the mission.
  • Provide advice on compliance with legislation, relevant standards and Departmental guidance, based on an in-depth knowledge of related regulations across attached agencies.
  • Provide a significant contribution to innovation and business improvement strategies.
  • Act as the liaison and oversee contract performance of the JLL Facilities Manager and JLL team, including identifying measures to assess performance and measure service impacts.
  • Develop and oversee a budget, acting with autonomy and initiative in the allocation of resources and finances to meet objectives.
  • Provide specialist guidance and advice to support posts in Mumbai and Chennai.

Qualifications/Experience

  • High level English and Hindi language skills.
  • Demonstrated experience in project management.
  • Demonstrated experience in facilities management, ideally including residential accommodation.
  • Tertiary qualifications in a related field are desirable.

     

Selection Criteria

  • At least five years’ experience leading a Facilities management team or equivalent, including a demonstrated ability to develop and shape strategic direction.
  • Strong organisational, project management and contract management skills and an ability to work with limited direction.
  • Strong interpersonal skills with a demonstrated drive to lead a team of staff adhering to Work, Health and Safety requirements in a large organisation.
  • Demonstrated ability to interact with diplomatic staff, their families and external stakeholders on property related matters.
  • Strong written English and oral communication skills.
